Born in Midland, Pennsylvania, May 11, 1927, he was a son of the late Pearl Simms and his step-father Hallie Simms. A member of the East Liverpool High School Class of 1946, he was a member of the football, basketball and track teams. A veteran of the U.S. Army, he served in Germany during World War II and continued to play football overseas while in the service.

After the war, Wayne began his career at the former Crucible Steel Company where he worked until his retirement in 1983. In his youth, he attended the Penn Avenue United Methodist Church and was called to the ministry in 1975. He then was the pastor at several area churches including Pine Grove United Methodist Church, Anderson United Methodist Church, Penn Avenue United Methodist Church and the Wellsville Church of the Nazarene until retiring from the ministry in 2002. He also was well known for conducting evangelistic ministries in area churches for many years.

His love of sports continued later in life and he would often coach the church league basketball and softball teams and he was a lifelong fan of the Cleveland Indians and the Browns.

Wayne held membership in the East Liverpool High School Alumni Association and its Olde Guard.

He was a faithful servant of the Lord to his many friends and family. He was a devoted husband to his wife, Linda Kountz Standley, whom he married February 5, 1947. A proud father, grandfather and great-grandfather, he leaves his three children: a daughter, Heidi Wiegand and her husband, Steve, of East Liverpool, and two sons, Dan Standley and his wife, Becky, of Tennessee and Chuck Standley and his wife, Beth, of North Canton.
