Sarah was born on November 9, 1948, in East Liverpool, the daughter of the late C. Stanley and K. Elise Sawyer Muslovski. She graduated from Midland Lincoln High School in 1966 and went on to earn her bachelor's degree in nursing from Wheeling Jesuit University. During Bill Devon's term, she also stepped in as interim and acting mayor. Sarah was a woman of deep faith and warmth. She was a member of Holy Trinity Parish and found great joy in bowling and traveling with friends.
Besides her parents, Sarah was preceded in death by her husband of 40 years, Michael G. "Mike" Wilson, and her brother, David Muslovski.
Left to cherish her memory are her two daughters Lisa Ciambra and her husband Francis of Westerville, OH and Lynne Reale and her husband John of Delray, FL.; two sons, David. S. Waggle, Jr. of East Liverpool and Scott Waggle of Dublin, OH; six grandchildren Kristina Plant, Chelsie Campbell and her husband Christopher, Asa Plant, Michael Wilson Reale, Mason Reale and Asia Waggle; great-grandchildren, Olivia, Maxwell and Audriana; sisters, Mary Ann Muslovski, Patricia Allen and Pam Cook; a brother, Daniel Muslovski; and sister-in-law, Denise Muslovski.
